Michael J. Walsh submitted this direct testimony on behalf of the Massachusetts Office of the Attorney General in the gas utilities’ Climate Compliance Plan proceedings. It examines whether the plans support the Commonwealth’s climate requirements, with particular attention to greenhouse gas emissions, new customer connections, line extension allowances, and proposed low-carbon fuels.
The testimony argues for managing the size of the gas system as demand changes and scrutinizing investments that customers would repay over many years. These are the witness’s recommendations to the Department of Public Utilities.
