Massachusetts Gas Utility Climate Compliance Plans
Expert testimony and technical comments for the Massachusetts Attorney General on gas utility climate compliance and methane regulation.
Groundwork Data supported the Massachusetts Office of the Attorney General in the Department of Public Utilities’ review of gas utilities’ Climate Compliance Plans, D.P.U. 25-40 through 25-44/45. Michael J. Walsh prepared direct testimony in November 2025 and surrebuttal testimony in February 2026. The work addressed gas-system emissions, new customer connections, line extension allowances, and low-carbon fuel proposals.
The engagement also included a January 2026 technical comment to MassDEP on its gas distribution methane regulation. Each filing is available below as a separate work product.
