Conor Lyman’s December 10, 2024 direct testimony examines alternatives to Washington Gas Light Company’s proposed gas pipe replacement investments. Filed on behalf of Sierra Club, it compares scenarios for two pipe segments, including coordinated electrification and continued gas investment as customers leave the system.
The analysis considers capital costs, customer energy bills, greenhouse gas emissions, and stranded-asset risk using Groundwork Data’s Pipe Segment Analysis tool, supported by Rewiring America. Its modeled scenarios illustrate the consequences of different planning choices; they are not observed project outcomes.
