Washington Gas Pipe Replacement Review

Collaborative expert testimony examining gas pipe replacement and coordinated electrification in Washington, DC.

Groundwork Data supported the review of Washington Gas Light Company’s strategically targeted pipe replacement program in District of Columbia Public Service Commission Formal Case 1179, working with Earthjustice on behalf of Sierra Club and with support from Rewiring America.

Conor Lyman prepared direct testimony comparing pipeline replacement and electrification scenarios for two gas pipe segments. Michael J. Walsh guided and adopted the testimony. It is a collaborative Groundwork Data work product; the original filing names Lyman as its witness.

The analysis examines capital investment, customer energy costs, emissions, and the risk of gas assets becoming underused as customers electrify.
