Prepared by Cadmus and Synapse Energy Economics for Rhode Island agencies, this February 2021 study compares illustrative carbon prices and uses of the revenue they would raise. It evaluates emissions, economic and health effects, household costs, and implementation tradeoffs.

The study finds that the prices examined would need complementary policies to meet the state’s climate goals. It also finds that decisions about spending or returning revenue are central to emissions reductions and equity.
