This March 2023 report examines continued reliance on gas, an unmanaged transition, hybrid heating, and a managed phaseout. It connects gas infrastructure spending with the financial pressure that can arise as customers reduce their gas use or leave the system.

The authors recommend a coordinated transition, with changes to utility planning and regulation alongside local energy planning. They also examine why renewable natural gas and hydrogen face limits as substitutes for fossil gas.
