Groundwork Data worked with the Building Decarbonization Coalition to examine how New York’s gas utilities could respond to climate requirements and competition from electric technologies. Michael J. Walsh and Michael E. Bloomberg authored the report.

The work reviewed utility investment, the limits of alternative fuels, and four possible futures for the gas system. It identified decisions facing state regulators and lawmakers, including how to coordinate changes at the neighborhood level.

This New York work preceded the Illinois study, published in 2024.
