Rhode Island Energy FY 2025 Gas ISR Plan

Michael J. Walsh and Dorie Seavey submitted joint testimony for Conservation Law Foundation on Rhode Island Energy’s FY 2025 Gas Infrastructure, Safety, and Reliability plan. They examine how continued pipeline replacement could increase costs for customers as gas use declines. An illustrative case study compares replacement with electrification and retirement of a pipeline segment. The testimony recommends identifying candidate projects and allowing time for detailed evaluation and customer engagement.
