Rhode Island Energy Electric and Gas Base Distribution Rate Case
Technical support for Conservation Law Foundation on gas line extension allowances in Rhode Island Energy’s rate case.
Groundwork Data supported Conservation Law Foundation in Rhode Island Energy’s electric and gas base distribution rate case. Michael J. Walsh prepared testimony on gas line extension allowances, including direct and surrebuttal filings.
Outcome
Groundwork Data’s testimony for Conservation Law Foundation helped secure a decision to phase out gas line extension allowances. In August 2026, the Rhode Island PUC approved their elimination over three years, starting with a 33% reduction in April 2027. The phaseout ends the practice of spreading the allowance for a new connection across existing gas customers.
